As fall approaches families start to plan for the upcoming holiday season beginning with Halloween. Since some of the traditional ways in which this holiday is celebrated does not allow you to minimize contact with non-household members, it is important to plan early and identify safer alternatives. The Los Angeles County Department of Public Health would like to share information on how to take part in this holiday in a manner that reduces the risk of spreading COVID-19. Since some of the traditional ways in which this holiday is celebrated are not permitted this year, consider some safer alternatives that are listed here and social media resources also available here.

Health Officer Order Update

On Friday, The Department of Public Health made additional updates to the Health Officer Order. All personal care establishments, including massage therapists, tanning salons, electrologists, waxing, and body art studios, can now operate indoors with modifications. In addition, recreational activities such as batting cages, mini golf and go cart racing can now operate outdoors, also with modifications. As for breweries and wineries, reservations will no longer be required; however, it is strongly recommended that these businesses continue to operate with reservations only to prevent crowding. At wineries, tastings will no longer require a meal being served.  As with all modifications to Health Officer Orders, businesses must comply with all of the required public health protocols in order to keep residents, customers and staff as safe as possible. The Housing Rights Center (HRC) will be hosting a Virtual Housing Rights Workshop for  residents of South Pasadena on Thursday, November 5, 2020, from 6:00 p.m. to 7:00 p.m.

  The Workshop will provide information on tenant and landlord rights, Fair Housing Laws, AB 3088, AB 1482, COVID-19 Local Protections, and more.

The HRC serves tenants and landlords during this health crisis with weekly programming and webinars. Each week, the HRC provides FREE virtual workshops on COVID-19 resources. The “walk-in clinic” offers virtual housing counseling to both tenants and landlords Wednesday through Friday. The HRC is prepared to answer questions on federal and state fair housing laws, common forms of housing discrimination, protected characteristics, unlawful practices, and COVID-19 resources.

The HRC is a nonprofit civil-rights organization that has addressed the challenges of housing discrimination since 1968. The HRC provides assistance to residents with discrimination complaints and landlord-tenant disputes. The HRC also provides training and outreach assistance to landlords and tenants.

LA Regional Fund

The Board of Supervisors recently voted to use CARES Act Funding to create the Small Business Revitalization Grant Program and provide eligible businesses with up to $30,000 to pay for working capital expenses necessary for small business to remain open. The Los Angeles County Development Authority opened an application process last Friday for small businesses to receive COVID-19 financial assistance through the Small Business Revitalization Fund.

The County is also supporting businesses through the Los Angeles Regional COVID-19 Recovery Fund, which we created in partnership with the City of LA. While there are a variety of federal programs designed to address the crisis, they have limitations.

Financial, technical, and cultural barriers have kept some of our neighborhood partners from accessing federal programs like the Paycheck Protection Program and Economic Injury Disaster Loan. The LA Regional COVID-19 Recovery Fund seeks to address these issues by providing additional support to underserved communities throughout the county. This Fund offers loan and grant resources to micro-entrepreneurs, small businesses, and non-profits.
