The Public Works Department has reviewed requests to automate cross walks so that pedestrians are not required to touch the pedestrian push buttons.  Pedestrian push buttons at the traffic signals are required by ADA, they help visually impaired person to safely navigate thru the intersections. Removal of push buttons will put the traffic signals on a fixed cycle pattern, requiring the maximum green pedestrian time long enough for an ADA person to safely navigate the street will be continuously assigned to all approaches throughout the day irrespective of the street traffic volume and presence of pedestrians. This will potentially cause excessive and unacceptable delays to vehicular as well as pedestrians traffic. Pedestrians may not want to wait that long especially once the vehicular traffic is low and they see gaps between the traffic. This may result in increased pedestrian violations of “do not walk” signals, which itself will be a huge safety concern. Moving forward the City will be deploying technologies that will cater ADA requirements and at the same time will allow pedestrian to cross the street without the need to push the button.

The 2021 Housing Element Update will play a significant role in developing the vision for the City’s future. Resident and stakeholder involvement will be integral to the successful development and implementation of the City’s Housing Element. Two virtual community meetings will be provided on Saturday, May 30th at 10:00 AM and Tuesday, June 2nd at 6:00 PM to help introduce the Housing Element and the housing sites analysis that is being conducted. Come learn about the update process, specific steps the City is planning to take to analyze sites available for housing, the state’s requirements for the analysis, and most importantly share your insights and ideas on how the City can improve housing opportunities and accommodate housing development in the future. The Public Works Engineering Department is fully operational and continues to serve the City of South Pasadena.  The department began working remotely in mid-March and has updated our workflows to issue permits electronically and perform electronic plan checking.  Since then, the Public Works Department has issued 51 permits electronically and completed 17 plan check reviews.  A Public Works permit for concrete work, tree trimming, tree removals, right-of way encroachment, fire flow tests, etc. can be obtained in three easy steps:

  1. Visit our website at: https://www.southpasadenaca.gov/government/departments/public-works/administration-engineering/permits, select your permit application, complete the form, and complete required documentation.
  2. Send the completed application including required documentation to: PublicWorksPermits@southpasadenaca.gov
  3. Public Works will review your application for completeness, send you the payment portal for online payment, perform any required inspections and issue you the permit electronically.


If you ever need assistance, we are available Monday through Thursday 7:30 am to 6:00 pm at 626-403-7240 to assist with questions related to any Public Works matter. As a reminder our inspectors and field crews are still out in the City performing work in the community. In an effort to keep everyone safe, please respect a minimum of 6’ to 10’ social distancing with staff in the field.

The Library’s all virtual Summer Reading Program will take place from June 1 through August 1, 2020. SRP features challenges for pre-readers, kindergarten through second grade, third through fifth grade, sixth through eighth grade, ninth through twelfth, and adults. All reading is tracked through the Beanstack app, and readers can pre-register starting Tuesday, May 26th. SRP will feature the usual storytimes, craft activities, and Wonderful Wednesday events, all delivered online. Visit the Library’s Summer Reading Program landing page to get started!

Oak Tree trimming season is from June 1 to September 30.  As Oak tree pruning season is approaching, the Public Works Department would like to take this opportunity to remind the residents and business owners of South Pasadena that the City has a permitting process to prune these protected trees.  Permits must be obtained for trimming or pruning more than 10% of the live canopy of an oak tree. 

A private property tree trimming permit can be obtained in four easy steps:

  1. Visit our website at: https://www.southpasadenaca.gov/government/departments/public-works/administration-engineering/permits, select the “Private Property Tree Trimming” application and complete the form.
  2. Send the completed application including required documentation to: PublicWorksPermits@southpasadenaca.gov
  3. Public Works will review your application for completeness and send you the online payment portal. 
  4. Inspections are planned for Thursday mornings 7:30 am to 10:30 am. Once the inspection is complete and the arborist approves your application, the permit will be issued electronically.

Only hazard trimming of Oak trees shall be allowed from October 1 through May 30, so please make sure to plan your Oak tree trimming during the approved window of June 1 to September 30.

The City of South Pasadena will lower City flags beginning today through Monday to honor those who lost their lives to COVID-19 and to observe Memorial Day on Monday to honor those who gave their lives for the country. As of today the pandemic death toll in the United States stands at 98,254. Speaker Nancy Pelosi and Senate Minority Leader Charles E. Schumer urged President Donald Trump to lower flags at all public buildings when the U.S. death toll from COVID-19 reaches 100,000.  President Trump issued an order on Thursday lowering the flags on all Federal Buildings and National Monuments to half-staff over the next three days in memory of the Americans lost to the CoronaVirus.  “The City of South Pasadena shares the grief and pain of our community and our nation as we reach 100,000 lives lost. Our hearts are with these families at this time of terrible sorrow. And let us always remember our military heroes who gave the ultimate sacrifice to our nation.”

From in person to virtual, celebrations from Mother’s Day to proms to birthdays have continued during the COVID-19 pandemic.

Unfortunately, despite the virtual celebrations, so have the power outages and electrical safety hazards caused by adrift metallic balloons, though fewer in number but still troubling.

Graduations, however, are upon us and the May and June festivities always drive a peak in the release of the helium-filled balloons that can drift for miles and weeks before destructively ending up in power lines and electrical equipment.

Southern California Edison — which experiences on average nearly three balloon-caused outages daily, including 1,022 last year — has seen that number rise to nearly four outages a day in May and nearly five a day in June over the last five years.

Metallic balloon can endanger public safety and potentially cause a power outage. When metallic balloons make contact with electrical equipment, the balloons’ metallic coating is the conductor that leads to short-circuits, outages and sometimes downed power lines — as they did 98 times last year — potentially leading to wildfires, serious injuries and property damage. Metallic balloons should never be released outdoors, they should always be kept tied to a weight as state law requires to prevent them from even unintentionally floating away.

SCE reminds customers to stay away and call 911 if they ever see downed lines, continues its safety ad campaign to educate customers about the hazards of released metallic balloons and supports the state’s secure-is-safe laws against their release.

Metallic Balloon Safety Tips

  • Metallic balloons should never be released outdoors.
  • Metallic balloons should always be tied to a weight.
  • Stores and vendors should only sell properly weighted balloons.
  • Keep the balloons indoors when possible.
  • Cut the knot or puncture balloons before disposing of them.
  • Never try to retrieve balloons tangled in power lines or electrical equipment. Call 911 instead.

The triangular median located at Fair Oaks Avenue and Huntington Drive is being updated. The city was able to work with Metropolitan Water District (MWD) and secure funding to address this median. The median will have tuff removed and replaced with aesthetically pleasing drought-tolerant landscaping with drip irrigation to ensure each plant receives water directly, and there is minimal wasted water. South Pasadena received a $25,000 contribution from MWD and the remaining funding is provided by the City’s water conservation funds which do not affect the General Fund. Upon completion of this project, the city will look to collaborate with MWD and update additional medians throughout the City.

The Public Works Department is excited to announce that construction has begun for the Alpha Avenue and Camino Del Sol Street Improvement Project. Gentry Brothers, Inc. (GBI), who was awarded the contract, will replace aging water infrastructure and repave dilapidated roads to better serve our community.

While GBI has already began water utility works for the project, the City has been diligently working with GBI to devise work plans to minimize any construction impacts due to the “Safer at home” Public Health Order.

Since the Library closed to the public on March 20th, staff have been tracking use of digital resources. We are happy to report that usage has increased dramatically, with library cardholders taking advantage of tutoring and homework help, film streaming, language learning, ebooks and eaudiobooks and more. The Library’s digital collections can be explored on our website. We are also pleased to announce that we received a grant of $3,000 for “crisis collection funding” from the California State Library, which will allow us to purchase additional ebooks and eaudiobooks that will be available through the Overdrive platform. Many of these resources are funded by the non-profit Friends of the South Pasadena Public Library, and we thank them for their support.
