LA County’s Department of Public Health (DPH) has issued reopening protocols for hair salons, barbershops and personal care establishments in the County. The following are highlights from today’s protocols, which have been updated to reflect new State guidance:

Hair Salons & Barbershops 

  • Businesses must establish an outdoor reception area where customers can check in while still following physical distancing guidelines
  • Services that cannot be performed safely outdoors (or that would require a customer to have to enter the establishment) are not permitted.

  • Outdoor shaded areas can be configured to block wind, but cannot be enclosed or partially enclosed on more than one side
  • Businesses must comply with the Cal/OSHA standard for heat illness prevention for outdoor workers, including an effective heat illness prevention plan with written procedures on:
    • Access to water, shade, and cool down breaks; emergency procedures for heat illness cases; monitoring of employees who are acclimatizing during a heat wave; and training on heat illness prevention and symptoms

Personal Care Establishments

  • All establishments operating outdoors should have Cal/OSHA standard heat illness prevention plans and written procedures, as moving work outdoors creates additional hazards including the possibility of heat illness. 
  • Businesses offering electrology, tattooing, microblading & permanent make-up, and piercing services may not operate outside because they are invasive procedures that require a controlled hygienic environment to be performed safely.
  • Businesses must establish an outdoor reception area where customers can check in while still following physical distancing guidelines.
  • Businesses which offer pedicures outdoors shall be limited to portable tubs/bowls & must be cleaned and disinfected with an EPA-registered liquid disinfectant that is labeled as a bactericide, fungicide and virucide (refer to manufacturer’s instruction on mixture). Disinfection should occur inside the nail salon & not in the temporary outdoor setting.

On July 21st at 3:00PM, the Planning Commission will receive a presentation by the City’s Housing Element consultant, PlaceWorks, on the ongoing sites analysis, an evaluation required by the State to demonstrate compliance with the City’s 6th cycle Regional Housing Needs Assessment (RHNA).  Because current zoning cannot accommodate all 2,062 required housing units, the Planning Commission will discuss the trade-offs of potential strategies to accommodate more housing, including: allowing multi-family residential buildings to be built in single-family neighborhoods, open spaces, or civic spaces; reducing lot sizes in single-family neighborhoods to allow small lot development; or raising heights and/or densities on five to six specific sites in the Downtown and Neighborhood Centers.

The presentation by PlaceWorks will first demonstrate how many of the state mandated 2,062 RHNA housing units can be accommodated through existing zoning and the zoning proposed in the Draft General Plan (GP) and Downtown Specific Plan (DTSP). Second, PlaceWorks will propose options for addressing the shortfall of RHNA units for the Planning Commission to make a recommendation to City Council.  On August 5, 2020, the City Council will receive an update on the sites analysis; consider the Planning Commissions recommended strategies for meeting the City’s RHNA allocation; and consider whether or not to place a ballot measure on the November 5, 2020 asking voters to approve a height increase for five to six sites in the City.

The service offers some robust and efficient tools for investigators to reach out to Ring customers and/or users of their Neighbors app to request video for specific cases identified by a geo-fenced area. Neighbors Public Safety Service (NPSS) is the interface that allows public safety officials to connect, communicate, and share hyper-local updates with their communities. With NPSS, public safety users can see and comment on publicly posted content from the Neighbors App feed, share posts, and manage voluntarily shared video recordings. If the Ring customers opt into the particular request, their video is made available for investigators to review and download at no cost to member agencies.

Hair Salon Barbershops

FICTION. Effective July 13, Governor Newsom ordered the closure of all hair salons, barbershops and personal care services (including nails salons, esthetic salons, & electrology offices) within counties on the State’s monitoring list – which regrettably -includes LA County. This, to help control the increasing spread of COVID-19 in LA County.

Because the State’s Business & Professions Code (Section 7317) requires that all barbering, cosmetology and electrology services be performed in a licensed establishment, LA County hair salons, barbershops and personal care establishments must:

  1. Close, and
  2. Not offer any services (including outdoor services).

Don’t fall for the rumors. We understand the hardship this is creating for many business owners, employees and loyal customers. But the sooner LA County residents help get COVID-19 spread under control, the sooner we can get back to that needed haircut or massage.

The Pasadena Tournament of Roses Association announced that, in accordance with Governor Newsom’s Phase IV re-opening schedule, and consideration of the restrictions and guidelines in place as a result of COVID-19, they are unable to host the 2021 Rose Parade. The Tournament of Roses has plans underway for a new kind of New Year celebration for those across the country and around the world.

TAKE IT DOWN A NOTCH – During a fire, a closed door can keep carbon monoxide levels at 1,000 PPM versus 10,000 PPM if the door is left open.

TAKE A BREATHER – A fire needs oxygen to burn. A closed door keeps more oxygen in the room and away from the fire. When you exit a fire, make sure to close your door behind you to slow down its growth.

On Monday, July 13, 2020, at approximately 3:12 a.m., a South Pasadena Police Officer conducted a traffic stop in the 1300 block of Monterey Road. During the investigation, the officer notices several items (within the vehicle) that appeared to be suspicious and possibly stolen.

Further investigation was conducted, which led to the discovery of 35 storage units that had been burglarized in the 900 block of Mission Street. The driver, a 24-year old male from Inglewood and his passenger, a 25-year old female from Lennox, was arrested for suspicion of commercial burglary.

Price Gouging Graphic

LA County has approved an urgency ordinance to strengthen protections for County consumers and small businesses, and to crack down on price gouging during the COVID-19 pandemic and other emergencies. Effective immediately, the ordinance authorizes the filing of civil actions against price gougers and imposes a civil penalty of up to $10,000 per violation.
